First, go to cPanel and click on "FTP Accounts". There you can see a FTP account creation form.
To "Log In" field enter your username that you wish to use.
Choose your domain from the "Domain" dropdown.
Enter your password to "Password" and "Password (Again)" fields.
Click on "Create FTP Account"
That's it!
