If you ordered new IP addresses but cannot see them in your domain group, then check your domain group's settings.
To do that, go to your domain group and click on the "Settings" button. There you can see which IP groups this domain group can use. Ensure your IP group where you ordered new IP addresses is listed under "IP address groups." If you cannot see your IP group there, add it, and your IP addresses will become available for this domain group.
If you wish to allow your domain group to use all available IP addresses, remove all IP groups listed under the "IP address groups" field.
