First, make sure that the file actually exists.
If you are sure that this file should exist, then go to:
cPanel > File Manager > Settings (top right)
Check "Show Hidden Files (dotfiles)" and then click "Save".
Now you should see all the hidden files.
If you still cannot see your .htaccess file, then it does not exist.
